What is this device?

This thing have some illuminated buttons with different colors on it.

1-Red
2-Orange
3- Yellow
4 -Green
*is blue

And that white LED flasing constantly, at the bottom.

This thing is in the windshield, infront of my eyes, constantly flashing the white LED, in the night is really uncomfortable.

My instructor (an OG) told me to not NEVER touch the thing because the dealer installed it, but him or no one in the shop knows what is it or what use it have.
